Coastal blue carbon ecosystems are vital for climate mitigation but face continuous degradation in Indonesia due to weak governance. Although a carbon finance framework exists (Presidential Regulation 110/2025, MOEF Regulation 21/2022, POJK 14/2023), these instruments risk marginalizing local communities. This study critically examines structural barriers in Indonesia Indonesia’s blue carbon finance regime, specifically restrictive capital requirements, ambiguous benefit-sharing, and institutional fragmentation. Using a prescriptive normative legal method with an intradisciplinary approach, the analysis integrates doctrinal studies, climate policies, and comparative models. Findings reveal the equitable climate finance access. The specific contribution of this research lies in proposing regulatory reconstruction to achieve integrated governance for blue carbon finance, emphasizing legally binding benefit-sharing designs and community-based financing models to ensure legal certainty, coastal community rights, and equitable distribution of economic benefits.
